My guess is it might also have something to do with AI companies data mining Twitter for free and potentially competing. But the change is too sudden, especially for small/solo devs that have been just experimenting and making little/cool/useful things in Twitter for years.

This move will bring it even lower as advertisers won't have access to basic analytics tools to measure their reach on the platform. This move kills off external analytics and internal ones are broken
Twitter API pricing will affect so so much of the ecosystem. One tiny example, twitter internal analytics are broken: Another, will oauth be... part of the pricing? Did they just doom all "sign in with twitter" across the web? 🤔

Advertisers will *absolutely* pay for this.

It is API abuse by bots that triggered this new policy not a need for revenue. You make it just expensive enough to where scammers can't easily afford it. Sound like legit business to me.
