Yes. It comes with both expansions and all the previously released DLCs as well as patches. It's a complete package.

What about the Netlfix inspired DLCs? They are removed in the new picture.

I just hope that with this extra time the devs are taking with the game that they have added more high rated mods to the base game. Playing the game on console was a bit underwhelming because of what pc users can do with mods.
