All eyes will be on fossil fuel CEOs and COP28's Presidency: will he be remembered as the one who swayed towards the oil, coal and gas industry and Saudi Arabia, or the one who successfully brokered a just and fast energy transition agreement?
The final package must address differentiation, or the need to act based on the needs & resources of each country. This central tenet of fairness should come through via language that clearly states developed countries take the lead & phase out faster than lower income countries.

Landing an ambitious outcome on energy will, however, require balance in the overall package: wealthy blocs like the European Union must urgently address the adaptation and support concerns voiced by countries at the frontlines of the climate crisis.

Today, at 17:00 local time, Heads of Delegation will meet to discuss the Global Stocktake (where energy issues will land in the COP outcome). This will provide an indication of where things stand, but the game is now also with ministers.
